When using recommendations to understand why a shift wasn't assigned, the current response only shows employees within the valid matching range, leaving out anyone who was considered but ruled infeasible.

This makes it hard to explain assignment gaps to end users.

Feature request: Recommendations (both single and bulk) should return infeasible candidates alongside feasible ones, so you can surface a complete picture of the matching process, not just the valid results.
